Lianjiang County-111 Lianjiang County Water Pollution Audit and Water and Wastewater Fee Collection and Review Plan

The implementation period of the integrated project of Water Pollution, Drinking-Water Inspection, Sea-Area Monitoring, and Permit Application is from February 15, 2022, to November 30, 2022. The main work items include: 1. Administration and documentation Our team assisted in inspecting and compiling water pollution control fees for late 2021- early 2022. All public institutions have their fees declared and paid for before January 31 and July 31. We perform daily real-time connection checkups on the automatic site inspection and maintenance monitoring system. Our team also assisted in compiling and reviewing the declaration of regular inspections. Of all reports of the second half of 2021, only Matsu Distillery failed to complete the declaration on time. They filed their declaration for 2021 in May. All declarations for the first half of 2022 have been filed. We executed a total of 44 license reviews in 2022, including 10 runoff wastewater reduction plans and 34 license alterations and extensions. Our team also facilitated 10 establishments in producing and uploading their pollution flow tracking map. 2. On-site inspection and examination A total of 20 industry on-site and effluent inspections. Testing show excessive discharge from Lienchiang County Hospital, Nangan 950t Desalination Plant, Beigan Desalination Plant, and Xiju Power Plant. All have been informed with notice of improvement. A total of 24 public sewage and effluent system examinations and water sampling inspections. The team has recorded on-site deficiencies and suggested improvements as soon as possible. Testing show excessive discharge of TN and TP in Wusha, Tianwo, Xiyin, Fuwo, Magang, Meishi, Renai, Qingshui, Houwo, Banli, Baisha, Xiqiu, Shangcun, and Fuwo. Sample analysis of reservoir, well water, and drinking water facility equipment shows that raw water reservoirs in Chushuiwo and Banli treatment plants show excessive levels of TOC and TP by drinking water standards. Raw water reservoirs in Tongyong treatment plants show excessive levels of COD by drinking water standards. Niubeiling distribution reservoirs show excessive Fe levels in the second season by drinking water standards, the test numbers returned to normal in the third season. Test results of all wells besides Wells East-1 and East-3 exceed standards, showing excessive microbial counts in the well water of Lienchiang County. Wells Ju-1, North-12, and Nangan-25’s ammonia‑N levels exceed drinking standards, presumably due to influxes of domestic wastewater. The Fe level in Wells East-1, North-8, and the Mn level in Wells Nangan-25 exceed drinking water standards, presumably due to high-level mineral ions in the groundwater layers. Sample analysis of beach water quality shows excessive levels of coliform groups in Qingshui Wetland and Fuzheng Beach. Our team executed 2 on-site toxic and chemical substances inspections in March and June, all 151 commercially available environmental agents inspected comply with government standards. 3. Conferences and advocacy campaigns In May 2022, a briefing session on water pollution prevention and control regulations was held, with discussions regarding the amendments to the relevant sub-laws, the application for water treatment permits, the analysis of common deficiencies, and the operation of new treatment technologies for water pollution prevention and control. In the same month, our team held two instructional seminars on reducing runoff wastewater from construction sites. During the course, relevant laws and regulations on runoff wastewater were introduced, and there were demonstrations on how to use the system to apply for a runoff wastewater reduction plan. In May and June 2022, the team held 3 public sessions on environmental agent use and non-agricultural land weed management, totaling 120 participants. Through these events, we can raise the general public’s awareness regarding the use of environmental agents. In June, our team held 2 advocacy campaigns on the Five Links of Food Safety and Toxic and Concerned Chemical Substances, totaling 78 participants. In July 2022, our team organized 1 session of educational training for the inspection team of the water environment. The training focused on inspection work and advocacy of beach cleanup, waste sorting, and waste reduction. In the same month, the team conducted two license integration-related explanatory meetings: an internal education and training on license integration and a public license integration briefing. Our team held 4 water pollution prevention campaigns in July and August to advocate watershed conservation and enforcement, water resources education, and water pollution records. All case studies were based on the current situation in Lianjiang County to make the participants more aware of its water resources.
